Observed rule of thumb for Applied Physics' speed under power(clean hull, flat water, wind< 10 knots, no sails, no current): 
Speed = ~0.3 Knots X rpm/1000

examples--

1500 rpm => ~4.5kts

2000 rpm => ~6.0kts

2400 rpm => ~7.2kts  (typical cruising speed) - 80% full trottle

at higher rpm the linear relation starts to fail due to  hull speed effects
